Does the 1% transaction fee apply to all checks?

No. The 1% transaction fee still applies only to checks with a mortgage company payee and requiring mortgage company endorsement. Checks without a mortgage company are not subject to any percentage transaction fee based on check amount but do count toward your plan's monthly or annual check allowance.
